Analysis of Flood and Landslide Risks for Shkodra, Vau i Dejës and Lezha

This project gives a general view of the situation in the region, highlight and raised the points that interested parties, social groups and the institutions can make for taking the best decisions in flooding scenarios.

The report «Analysing and studying the data and the situation on flood and landslide risks for Shkodra, Vau Dejës and Lezha» will make the readers to realise the complexity of the issue of flooding, from the flood management point of view in case of the flooding, from the view of information transmitters, damage management, on the view how all the stakeholders involved will address this issue, to the climate change, hydrology, geology, dam maintenance, urbanisation, water supply and waste water, irrigation and all other actions which we need to be aware in the worst scenarios.

After this analysis, we agreed to consider that the impacts of flooding on human’s life, as well as in economy of the flooding region, soil quality, water quality, infrastructure and crops and social life is enormous and we need to be prepared and well trained to face it and to overcome it. Preparation of this report led us to learn more for the consequences and the impacts on the population lives and the impact on the environment of flooding we had in the past and the sustainable measures that we should take to cope with the future possible flooding.

The report describes the geographic position, climate, geology, hydrology, land usage, the disaster profiles, framework of the European flood directive social characteristics of Albania in general, and further all listed above for the regions of Shkodra, Vau Dejes and Lezha. Also we have given the general data for geographic and natural characteristics of flooding in the regions, information regarding the population, area, rivers, dams, lakes, floods, history of flooding and their impacts,– concept, types, causes of floods and flood risk management of the area on the study, flood recovery plan management, objectives and readiness emergency plan for the region with the charts, legal basis, emergency system chart in the region, regional structure of the emergency committee in local units, disaster flood risk reduction measurements, capacity building etc.

From the initial phase of the project we gathered information from local governing units and from the government statistics, as also as we did visits on the field in the region, seeing from the terrain the hot spots and the situation of the region. To better understand the phenomenon, we also did a research on the what regional literature offers for such subject.

In every case we have been focused on findings, based on the terms of references of this project. We learned that certain data is more valid in specific circumstances, and it is important to balance different perspectives and opinions in order to approach the issue. Additionally, as an engineering study, we have been focused more on the technical aspect and the data gathered of the project was seen from this approach. Social impact was incorporated to a lesser degree.

We believe that this report would be a contribution for addressing the complexity of flood issues and evaluate the risks of flooding for the entire region. Throughout the project we had determine how the measures taken in the case of flooding s be effective, keeping in mind the uncertainties of success when actually implemented. The report can help provide with a more well-rounded judgment in case of flooding situation and the measures that need to be taken. We have emphasised the importance of the strengthening capacity in a long term and sustainable support by the central and local institutions.

Through this project, we think that we are adding an input on a new approach for flood scenarios and also on flood risk management. Although we are certain that there are many more in-depth factors to be considered, we provided a basis report for evaluating and reducing the flood effects in the given counties, subject of this report.

The report might serve as information to the local governing unit and municipalities, as well as it might be information for schools, students or the people to be prepared for the worst case of flooding. It also aimed at raising awareness about the environmental care that everybody should do more in their everyday life and will serve to raise perception about climate change and the need for everybody’s contribution to reduce its impact.
